Zhejiang:exporters benefit from innovative clearance

News from Hangzhou Customs says that hundreds of million yuan was saved for Zhejiang exporting enterprises in 2007 resulting from the 19 innovative policies aimd at improving the efficiency of customs clearance .

It is introduced that in 2007 a series of innovative customs declaration policies were implemented to promote the efficiency of customs clearance. The new policies include the regional clearance mode known as “ declarationd one at the customs where the enterprise is registered but goods released at the port where they are initially loaded / unloaded “,establishment of Jiaxing clearance center , Yiwu commodities declaration policy , net declaration mode for airfreight , dynamic administrating system of cargos into and out of Zhejiang Province , Zhejiang global logistic information system and system for the declaration of oil in advance . Take for example the regional customs declaration mode of declaration carried out at the local customs where the enterprise is registered but goods released at the port where they are initially loaded / unloaded , 217 Zhejiang export enterprises with more than 50 thousand containers benefited from it . It is estimated that 800 yuan can be saved for each day a container stays at the port , that is to say ,40 million yuan can be saved if this mode functions for one year .

And the declaration simplification done in Yiwu ,the city famous for its small commodities export ,is another example . In September ,2007 the tariff nomenclature for small commodities was simplified from 8000 declaring categories into 98 . And within four months ,more than 28 million yuan of declaration and broker charge was saved for exporters of small commodities.

There are more than 30 thousand import and export enterprises , of which two thirds are private-owned enterprises and many are medium or small-sized enterprises . As the appreciation of RMB and adjustment of drawback rates ,export enterprises have to assume more export cost .

According to Xu Daowen ,leader of the Hangzhou customs , some of the above policies have been in effect for only half a year or three months .

It ‘s estimated that by the end of 2008 , at least 200 to300 million yuan will have been saved for hejiang export enterprises . The Hangzhou customs will go on to study the logistic character is tic  of Zhejiang export enterprises and adopt more favorable customs declaration policies to benefit legal export enterprises .
